What Is the UDID Card?

UDID stands for Unique Disability ID. It is a card issued by the Government of India under the Rights of Persons with Disabilities Act 2016 (RPwD Act). For families of autistic children, the UDID card unlocks a range of government benefits — including school inclusion rights, priority in government hospitals, railway concessions, and reservations in government education and employment.

Autism is recognized as a disability under the RPwD Act 2016 (Schedule I), making autistic individuals legally entitled to the UDID card and all associated protections.

Benefits of the UDID Card for Autism

  • Education: Right to inclusive education at all government schools; free and appropriate education from ages 6–18
  • School scholarships: National scholarships for disabled students (₹300–500/month at primary level, higher at secondary)
  • Railway concession: 75% concession on train fares for the person with disability and one escort
  • Air travel: 50% concession on domestic air travel on Air India
  • Tax benefits: Deduction of ₹75,000 (or ₹1,25,000 for severe disability) under Section 80DD
  • Government job reservation: 4% quota in central government jobs
  • State-specific benefits: Many states offer additional monthly disability pension (₹300–1000/month), free medicines, assistive devices

Documents Required

1. Aadhaar card of the child (and parent if child is under 18)

2. Diagnosis certificate from a government hospital or empanelled private hospital

3. Recent passport-size photographs

4. Address proof

5. For children: birth certificate

The diagnosis certificate must specify "Autism Spectrum Disorder" (not just "developmental delay") and include the percentage of disability — typically 40% or more for the Standard UDID.

How to Apply: Step-by-Step

Step 1: Get the medical certificate

Visit the nearest government district hospital or empanelled medical facility. Ask for the Medical Board for disability certification. Bring all assessments: developmental pediatrician report, psychologist assessment (IQ/adaptive function), speech therapist report, and OT report.

Step 2: Apply online

Go to swavlambancard.gov.in and register as a new applicant. Upload:

  • Application form (fillable on the site)
  • Aadhaar
  • Medical certificate
  • Photographs

Step 3: Physical verification (may be required)

In many states, the applicant is called for a physical verification by a medical board. Bring originals of all documents.

Step 4: Card delivery

Once approved, the UDID card is dispatched by post. Processing time varies from 1 month to 6+ months.

Common Problems and How to Solve Them

Problem: Hospital says ASD is "not a valid disability"

This is incorrect. Under the RPwD Act 2016 schedule, autism is explicitly listed. Show them the Act if necessary. Escalate to the Civil Surgeon or District Health Officer.

Problem: Assigned disability percentage is too low

If you believe the percentage is too low to qualify (threshold is typically 40%), you can file for re-evaluation with a fresh independent assessment. Get assessments from different therapists that document the functional impact on daily living, communication, and socialization.

Problem: Online portal is not working

This is unfortunately common. Try on a desktop browser in Chrome. If the portal is down, visit the District Social Welfare Office (Zila Samaj Kalyan Karyalay) directly — they can process applications offline.

Problem: Long wait (6–12 months)

Follow up every 4–6 weeks via the portal's status check. If there is no update after 3 months, file a grievance through the portal or visit the district office.

State-Specific Schemes for Autism

  • Maharashtra: Manodhairya scheme for child abuse and disability; Dependent Brother/Sister scheme
  • Karnataka: Gruha Jyothi disability pension; free bus passes
  • Tamil Nadu: Chief Minister's Comprehensive Health Insurance for disability; special schools with free boarding
  • Delhi: Monthly disability pension up to ₹2500; free rehabilitation services at DERC centers
  • UP: Divyang pension scheme; 25% concession in state transport

Always check your state's Social Welfare Department website for updated schemes — these change frequently.
